Description
Article from the a member of the public. T. A. Darling gives her opinion on the recent fine regulated to the people of Guam regarding the proper disposal of debris done by Typhoon Karen towards homeowners - if by a certain time any damages and debris not placed by the curbside of the affected resident, the resident shall pay a fine of $500 or six months of jail time - Darling states that this penalty, in acts of beautifying the island right after devastation, is unjust towards those that are affected as they have no immediate control over their situation
