Darling gives her opinion on the recent fine regulated to the people of Guam regarding the proper disposal of debris done by Typhoon Karen towards homeowners - if by a certain time any damages and debris not placed by the curbside of the affected resident, the resident shall pay a fine of $500 or six months of jail time - Darling states that this penalty, in acts of beautifying the island right after devastation, is unjust towards those that are affected as they have no immediate control over their situation
