A series of releases from the Governor's Office. 'Law Day, USA' is the Proclamation no. 64-8 in which the Governor of Guam establishes Friday, May 1st, 1964 as Law Day on Guam, in which the island celebrates the law - Observe the Law, Key to Order, Justice, Freedom. 'Tax Incentives Explained' Governor Guerrero further elaborates on his proposed tax incentives for industrial developers. 'Economic Scope Proposal Sent to Washington' The Governor's Office had mailed on Tuesday evening their proposed plan for economic development under the Guam Rehabilitation Act. 'NASA Site for Guam?' The Governor's Office has stated that NASA may invest in building a tracking station on the island - Robert Rapp, NASA, Larry E. Brown and Dale Call, Goddard Space Flight Center, are the three representatives that will visit Guam to discuss their organization's proposal with the local government. The cost of the possible center will be 1.6 million and will require 10 acres of land, with an estimated 50 - 60 technicians along with other appropriate staff working there. 'SPC Official Visiting' Dr. Richard D. Seddon, executive officer for social development of the South Pacific Commission, visited Guam to discuss with Governor Guerrero which Commission projects Guam can participate in. 'Business Census Due' The official US 1963 Census Form, NC-X3G of Business, Manufactures, and Mineral Industries has been distributed to the business of Guam, with the deadline for completion and submission April 11th, 1964. Florencio T. Ramirez, Jesus C. Okiyama, and Ignacio M. Reyes, local special agents appointed by the Bureau of the Census of the U.S. Department of Commerce, will oversee this process. Business related to this application will face a fine of no more than $500 and or 60 days in prison for failure to answer questions, and no more than $10,000 and or imprisonment of up to a year for any willingly false answer. 'Housing Program Extended' Governor Guerrero ordered the extension of a housing program to those living on government land on revokable permit agreements - the program falls under Section 221 (d) 2 of the National Housing Act, which targets families that are displaced from their homes by government action. Governor Guerrero's new program will provide down payments of $200 for houses which the mortgages are 40 years. 'Emergency Planning Commission Named' Governor Guerrero announced the Territorial Emergency Planning Commission, a governing body of Guam in case of an enemy attack on the island. The Emergency Planning Commission will follow preceding regulations laid forth from the Office of Emergency Planning - the Emergency Commission will initiate programs for re-establishing utilities and services, including the control of prices and other regulations for supplies and survival items, such until federal aid can establish itself. The Commission will consist of military, that has Captain A. C. Jackson and Major Charles E. Teague, along with industry, commerce, labor, agriculture and consumers. Nonmilitary members include Manuel Calvo, landlords, Frank Perez, contractors, Robert Bacon, Public Utility Agency Officer, Dr. William Peck, Public Health Officer, Alfred Flores, agriculture, Joaquin Camacho, consumers, W.G. Garrison of Smyth Van, transportation, and David Flores, director of Agriculture
