Editor Jose brings attention to the lackluster approach in which Governor Guerrero is appealing to Congress regarding funds that are to be allocated under the Guam Rehabilitation Act, specifically under the aspect of rebuilding the economy of Guam via a commercial port and a new air terminal building. Snippets of Governor Guerrero’s testimony has been provided in which he speaks of those two items. Editor Jose however brings up the Guam Harbor Development Study by the Tudor Engineering Company from San Francisco which suggests sound ways to improve the island’s economy, industry, tourism, and agriculture
