An opinion article from the Editor that discusses the possible positive and negative incentives that recently signed Bill 247 will come (the increase of salary for GovGuam employees with an equal detriment for off-island contract employees). While Governor Guerrero's aim is to, by use of Bill 247, to attract the local population into going into and staying with the Government of Guam positions, the overall increase to payroll for them will also increase the financial entanglements the island already faces, by the same amount of the overall pay increase for GovGuam employees. The Editor then suggests that the island's administration will these three things: create a climate that would bolster income-producing activities that will bring a surplus of money into the treasury; eliminate useless functions in the government that overlap or have no utility; combine economic productivity and sound financial, policy and management making and decisions
