The Editorial Comment of this issue, May 9th, 1964. This Editorial Comment features Governor Manuel F.L. Guerrero, Assistant Secretary Rudolph Sablan, Special Assistant Ed Engledow, and Congressman Jesus C. Okiyama lying down on a beach, supposedly in Waikiki, Hawaii, for Governor Guerrero’s Pacific Governor’s Conference. Governor Guerrero is looking to his left, of which there’s a woman resting under an umbrella; his speech bubble says that what he sees is a hazard of being a governor. Engledow and Sablan are in the middle, talking about how the Governor is enjoying his time and how they could also get a raise for their bright idea, but to also stay focused on their task at hand. Congressman Okiyama looking to his right, where there’s also another woman in a bathing suit resting underneath an umbrella; his speech bubble says that what he sees is worthy to be the legislature’s mascot. All in all, a man resting against a Latte Stone dreams of the scene. Underneath the man reads a caption that says ‘Poor Taotao Guam! Who is Rehabilitating Who and What?’ Beneath that is a larger caption that reads ‘Three Musketeers and a Mascot’ at Waikiki
